Any sort of pinch force on the bearings from a bolt through them causes high friction or a complete lock up. Not even torqued down, just tight enough to keep the bolt from spinning and wiggling in the mounting hole. I even tested M3 hardware through the M5 hole to make sure I was clamping only on the 1mm thick inner collar to rule out any other potential friction forces and no-go.
